Especially if you're just getting started. This should take priority over everything else. So in my opinion, watchable > numbers-wanking. That said, it's mostly necessary only for niche uses stuff like retrogames which blit sprites faster than 30fps, where recording at 30 will just make them stay solid or disappear. It's also manageable with workable quality at a slightly lower bitrate due to a marginally lower pixel density per-second than 1080p.
On the down side, very few people will generally fullscreen your stream, so not many will get the full (3000kbps+) does look smoother, will let more people watch your video and not notice much resolution difference if they don't fullscreen you. People watching from HDTVs will see the most use out of this.
the 'MUST STREAM 1080P!!!' trap can be hard to (3500kbps) will provide the greatest image fidelity if you are playing at 1080p it avoids text-blur downscale and will give the closest reproduction to what you're actually running. I did this for a while when I was just getting started. Seriously, don't get lost in chasing a number (eg: numbers-wanking), at the expense of shutting out potential viewers. You only want to go higher than 2000kbps if you're partnered, and as a result have transcoding available. This is the 'golden point' between resolution, smoothness, and accessibility for the widest potential viewer base. Thanks to /u/iTruthful and Conceptional for the art!
